Can only leveled past 5 with Jill of All Trades, Prodigy, Sweetheart, Zapper, Legendary Catalyst, and Legendary Mechromancer class mods.
Strategy
Naturally, this skill is even more beneficial when paired with a gun that already has a high elemental 'proc' chance, such as Maliwan weapons. Additionally, skills and class mods which improve elemental damage (Wires Don't Talk, Evil Enchantress) would benefit from this skill.
Notes
Increased Elemental Chance effects are applied multiplicatively, not additively. For example, a base 20% Burn Chance with a 30% bonus will result not in 50% Burn Chance, but in 0.2 + (0.2 * 0.3) = 26% Burn Chance.
