Sanctuary is a city that Helena Pierce mentions several times throughout the story. Indications are that it lies somewhere beyond the Salt Flats outside of the areas visited within the scope of the game. The way through to that area is barred to prevent civilians from getting killed by bandits.

Although Sanctuary is never visited during the story of Borderlands, it is described as a war zone after Commandant Steele's declaration of martial law following Baron Flynt's demise. This is due to outbreaks of heavy fighting in and around Sanctuary as the Crimson Lance forces impose their will on its citizens, often violently.
