There is a lootable screen behind the clerk robot behind the counter when entering the observation wing. I'm not sure about the prerequisites of being able to open it but the button is directly behind the clerk. Might be you can only open it once per character. (I opened it first time through the W.E.P., but upon returning through while still on first playthough the area was already open, on second playthrough button is disabled and red.)

Loot Midget in Stalker pile[]
On 2 out of 4 run through this place in TVHM a Loot Midget has appeared out of the Stalker piles in the beginning of the area and both times dropped a Legendary (doctors orders was active), has this Loot Midget appeared for anyone eles?
edit: just did another run and two Loot Midgets from the 4 boxes near Bloodwing's Enclosure dropped Legenary weapons BlackDragon666 (talk) 04:29, March 18, 2014 (UTC)
- Loot Midgets are not supposed to come out of Stalker piles. Are you sure you saw them come out? THE HAWK attacks at MIDNIGHT --MH 06:23, March 18, 2014 (UTC)
- I was playing in solo and opened no containers, so the only thing the Loot Midget could have appeared from is a Stalker pile I hit while firing at the Stalkers, I'm on PS3 BlackDragon666 (talk) 06:40, March 18, 2014 (UTC)
No Guarantee.. I've done the Doctor's Orders farming Loot Midget thing and I've had mutiple times where NO midgets spawned out of the boxes. DemonicWaffle (talk) 16:42, June 4, 2014 (UTC)DemonicWaffle83
- There is a trigger during Doctor's Orders that stop the spawning... namely taking the ECHO recordings.
